The official signing ceremony took place at the Russian Investment Forum Sochi-2017 and was attended by special guests and federal media representatives.
On February 28, 2017, President of Russian Copper Company Vsevolod Levin, Governor of the Chelyabinsk Region Boris Dubrovsky, and Head of the Karabash Urban District Oleg Budanov formalized the intention to jointly develop the Karabash Urban District in the Chelyabinsk Region.
The Agreement involves implementation of a whole range of projects aiming at developing social infrastructure and promoting better life quality in Karabash and in its suburbs. This initiative may become one of the most large-scale and successful examples of public and private collaboration in the social area. Russian Copper Company owns the town-forming enterprise of the Karabash Urban District – Karabashmed taken over by the company in 2004.
Since then, RCC has already invested over 16 billion rubles in modernizing production and improving its environmental safety. Another 2.3 billion rubles or so will be invested in upgrading Karabashmed in 2017–2018.
The company not only provides jobs to nearly 10% of the population and makes continuous tax payments to the regional and local budgets, but is also a strategic social partner of the urban district. Together with the regional and municipal administration, RCC devised a development program of the Karabash Urban District until 2021. The program encompasses such important areas as creation of favorable and comfortable life conditions for the local population, development of infrastructure and resettlement of residents from old and substandardhousing, improvement of medical services provided to the population, culture and sports development, as well as promotion of moral values and a healthy lifestyle.
In the next five years, a new low-rise residential micro-district “Zolotaya Gorka” will be built in Karabash; roads, water supply and sewage systems, the gas pipeline and other grids will be built and overhauled. Under the plan a reconstruction of a whole range of socially important facilities is envisaged, including the health and recreation resort “Sinegorye” and the construction of a new sports complex “Metallurg”, a shopping and entertainment center, and a new kindergarten for 240 children, etc.
In addition, the plan involves the development of leisure and recreation areas in Karabash, including the modernization of the central square and the embankment of the town pond. Russian Copper Company will not only be a co-investor in these projects, but will also directly participate in their implementation and quality control performance.
“Social and economic welfare of the areas of our operation is our absolute priority. We not only invest in building and modernizing major industrial facilities, but also actively cooperate with the regional authorities for developing infrastructure in the municipalities where our enterprises operate on the basis of public and private partnership,” said President of Russian Copper Company Vsevolod Levin.
“Regional development and attraction of investment into the social area have traditionally been a key topic discussed at the Sochi Forum. I believe that a constructive dialogue between businesses and authorities is essential for the improvement of people’s quality of life and to ensure sustainable development of all constituent entities of the Russian Federation. Therefore, I hope that the experience of collaboration between the Government of the Chelyabinsk Region, Russian Copper Company and the Administration of the Karabash Urban District would be helpful for developing the best Russian practices of public and private partnership in the social area,” said Governor of the Chelyabinsk Region Boris Dubrovsky.
